North Yorkshire Council is consulting on proposed changes to how we support primary-aged children who have been permanently excluded from school. The proposed change is to arrange education via Pupil Referral Units (PRU)/Academy Alternative Provision (AAP) that currently support secondary aged pupils. This approach aligns with national guidance and our wider SEND transformation programme.
We want to hear from parents, carers, schools, and professionals to help shape a service that meets the needs of children and families across North Yorkshire.

What will be available in my area?
We aim to commission services across North Yorkshire, with provision aligned to SEND hubs. The consultation will help us understand local needs.
What are the timescales?
Once the consultation has closed, we will review all of the responses and prepare a report for councillors. They will consider the feedback on the proposed changes and make decisions on 16th December 2025 about implementing the proposals. If the proposed implementation is agreed by councillors, we will begin to undertake the necessary steps to change the designation of PRU/AAP and begin implementation.
This change is part of a wider transformation to ensure services are sustainable, inclusive, and responsive to local needs.
