Update on Implementation - May 2015
Below is a further update on progress implementing the recommendations of the North Yorkshire Commission for School Improvement. I hope you find it recognisable and a fair reflection of our collective progress.
As the update suggests we have for probably understandable reasons, become somewhat overly focused over recent months on structures. The structure of the new planning framework and the structure of the new school improvement service to support that more sector led framework. Now that infrastructure is almost in place, we remind ourselves again of the essential importance not of structures but of shared moral purpose and the behaviours across the education community required to deliver against those shared ambition.
The update does also however, refer to a significant change in thinking around primary improvement partnerships. No change in commitment to released resources for sector led collaborative improvement. But a proposal that pragmatically reflects on both challenges in identifying partnership chairs and positively recognises the significant progress made in the development of nationally accredited Teaching School Alliances across the county. I have taken the opportunity to raise this option with original Commission members but also through my presentation at the JDP Conference on the 1 May. It is a pragmatic proposal which in our view simplifies, reduces bureaucracy and also releases resources for partnership improvement.
I hope you find the update of value and interest. As we say at the end of the attached we are not launching further detailed consultation on the proposals. As most are advising us, let's press on but also build in periodic reviews as the new system develops and matures. It will change and adapt in the light of our shared experience.
