Harry Rashid MCIPD - HR Contract Manager / Principal HR Adviser

After graduating with a 2:1 in Human Resources and an obtaining an MSc in Management, Harry pursued HR Adviser and Senior HR Adviser roles with the NHS and South Tyneside Council before joining BT as an HR Business Partner. Following this, he held consultancy roles at Cummins Engineering and James Cook Hospital prior to joining NYCC initially as a Senior HR Adviser, and then a Principal Adviser. Harry has also owned a number of successfully trading companies and currently owns a successful property development company. Harry co-manages the HR Advisory Service as Principal Adviser for the west area. He also leads on commercial strategy for the service.

Mairi Reed MCIPD - Principal HR Adviser

Mairi began her career working for a private recruitment firm before joining Darlington Borough Council and later, North Yorkshire County Council. In addition to being a Chartered Member of the CIPD, she has CIPD HR Business Partner accreditation and is a trained counsellor. Whilst Mairi has a broad professional portfolio, she has spent the last 15 years working in Educational HR, firstly as an HR Adviser, then a Senior HR Adviser and for the last 10 years, Principal HR Adviser. Mairi co-manages the HR Advisory Service as Principal Adviser for the north area.

Julie Boucher MCIPD - Principal HR Adviser

Julie has worked within Local Government for many years. Most of that time has been spent working within Personnel / HR Departments including 6 years as the Personnel & Training Officer for a National Park Authority. The majority of her experience with NYCC has been on the corporate side of the Council until April 2013 when she joined the Schools Team as one of its Senior HR Advisers. Julie now co-manages the HR Advisory Service as Principal Adviser for the south, central and coastal areas.

Penny Yeadon MCIPD - Head of HR - CYPS

Penny began her career in London, in the hospitality industry, holding a number a line management positions before moving in to HR Manager and Regional HR Manager roles. Whilst her children were young, Penny held positions as Deputy Manager of a Nursery and Parish Administrator. In 1991, she relocated to North Yorkshire and opened an independent B&B and tea shop; a business which she owned and ran with her family. In 2002, Penny joined NYCC, holding positions in HR, WFD and project management, including working with schools around the national workforce remodelling programme. She moved to her role as Head of HR in 2008. Penny has an MA in Human Resource Management and is a Chartered Member of the CIPD.

Danielle Cawood - HR Adviser (Advisory)

Danielle studied Law at Northumbria University, graduating in 2014. She then went on to work as an Employment Law Consultant at a private HR and Safeguarding consultancy where she completed a CILEX single subject certificate in Employment Law before joining the NYCC schools HR team in 2017. Danielle is an HR Adviser to schools in the north and supports with attendance management cases.

Siobhain Scanlan Assoc CIPD - HR Adviser (Casework)

Siobhain has 10 years’ HR experience starting out as HR admin for FMCG organisation Arla Foods in Leeds. She was then promoted to be HR officer at the flagship dairy where she really cut her teeth in operational HR and working with Unions. Prior to joining NYCC in 2017, Siobhain undertook roles for Austin Reed, Tees Valley airport and most recently, Cummins Engineering where her remit was to provide support the UK, Europe and the Middle East, as lead HRA on key annual processes and projects. Siobhain is HR Adviser to schools in the North.

Gemma Dawson Assoc CIPD - Senior HR Adviser

Gemma has worked in HR for the Local Authority for over 12 years in a variety of different roles before becoming a Schools Senior HR Adviser in 2008.  She is an Associate member of the Chartered Institute of Personnel and Development and completed a Postgraduate Diploma in Personnel Management in 2008. Gemma has a great deal of experience in working with different types of schools and advising of a wide range of HR issues including, safeguarding issues, school organisation,  large scale restructures and redundancies, performance and capability issues, disciplinary procedures, settlements negotiations and agreements. Gemma is the Senior HR Adviser for the north.

James Wand - HR Adviser (Advisory)

James has worked for NYCC since 2006 in a number of Administration and HR roles for schools. He also undertook a secondment work with the NYCC Teachers' Pensions team. James is an HR Adviser to schools in the west and south (A-L) and supports with attendance management cases.

Georgina Carroll Assoc CIPD- HR Adviser (Casework)

Georgina has worked in HR for 5 years and is an Associate member of the Chartered Institute for Personnel and Development. Before joining NYCC in February 2017, Georgina worked within the care sector for both a private and a not-for-profit organisation. She started her career as an Apprentice HR Administrator and her most recent role was an Employee Relations Adviser. Georgina is the HR Adviser (casework) to schools in the west.

Jane Goodwin MCIPD - Senior HR Adviser

Having worked in workforce development and education commissioning in the health service for a number of years, Jane moved into her role providing HR advice to schools in 2011, and became a Senior Adviser in 2015. Jane is the Senior HR Adviser for the west.

Amy Binks- HR Adviser (Advisory)

With a BA (Hons) degree in Human Resource Management and a Chartered Member of the CIPD, Amy gained a number of years' experience working in generalist HR roles for a Global Automotive Manufacturing Company in Essex, with a strong emphasis on restructuring, employee relations and attendance management. After taking a career break, Amy joined NYCC in May 2017 as an HR Adviser to the Central area and supports with attendance management cases. Complimenting this role, Amy has been a School Governor since 2015.

Megan Anderson - HR Adviser (Casework)

Megan graduated from university in 2010 where she studied Business with Economics. Since then she has worked for a private airline and the NHS in HR roles, before joining the NYCC schools HR team in 2015. Megan has also completed CIPD level 3. Megan is an HR Adviser to schools in the central patch.

Meg Crawford MCIPD - Senior HR Adviser

With an MBA and Chartered Membership of the Institute of Personnel and Development, Meg has over 15 years' experience of HR at a senior level. As well as operational HR, Meg has experience of a number of specialisms including organisation development, HR analytics, workforce planning and recruitment. The earlier part of Meg's career was spent working in various organisations across the NHS and she spent several years running services as an operational manager. Meg has worked in the Children's Services HR team for North Yorkshire County Council for the last 8 years.

Emma Jones- HR Adviser (Advisory)

After graduating from the University of York with a Master's degree in Philosophy in 2014, Emma joined NYCC on the graduate scheme. She has been a member of the schools HR team since joining, alongside gaining exposure to many different areas of the council including trading standards, libraries, and child and adult services through the graduate scheme. She is currently studying towards a Postgraduate Diploma in Human Resources Management. Emma is an HR Adviser to schools on the coast and supports with attendance management cases.

Nicola Brown - HR Adviser (Casework)

Nicola graduated from Newcastle University in 2009 where she studied Business Management with elective modules in HR and employment law. She is currently studying towards a Postgraduate Diploma in Human Resource Management. Nicola worked in private sector management roles for companies including Sainsbury's and Specsavers before joining the NYCC schools team in 2015. Nicola is the HR Adviser to schools in the south.

Dave Cox MCIPD - Senior HR Adviser

Dave started out as an engineer before moving in to a training and development role. Dave is a Chartered Member of the Institute of Personnel and Development. He entered educational HR in 2008 before joining the NYCC schools HR team in 2013. Dave is the Senior HR Adviser for the South.

Kate Thompson- HR Adviser (Advisory)

Prior to joining NYCC in 2017 Kate worked in the private sector where she developed extensive retail management experience with several large high street retailers. Eight years of this were spent with Marks and Spencer where she specialised in HR Management and gained her Diploma in Management and Leadership. After taking a career break to raise a young family Kate joined the NYCC Schools team in June 2017. Kate is HR Adviser to schools on the coast and supports with attendance management.

Georgina Taylor MCIPD - HR Adviser (Casework)

Georgina has worked in HR for local government for 26 years, working for various County and Borough Councils before joining NYCC in 2013. She is a Chartered Member of the Institute of Personnel and Development. Georgina is an HR Adviser to schools on the coast.

Jo Burnside Assoc CIPD - Senior HR Adviser

Jo has held positions with The Careers Service, NYCC, Simon Bailes Peugeot, Nalgo and Unison in addition to becoming a qualified independent financial adviser and more recently obtaining a level 3 Massage Therapy qualification. She also completed an MA in Human Resource Management while working for North Yorkshire Police. Jo has been a Senior HR Adviser with NYCC since 2005. Jo is currently the Senior HR Adviser to schools on the coast.

Rachael Skidmore - HR Adviser (Casework)

Rachael began her HR career at NYCC in 2008, working in schools administration before moving into directorate administration and then being promoted to team leader. She has been an HR Adviser to schools since 2010, at which time she primarily supported special schools on attendance management. In 2012, she was promoted to her current position. She is currently studying towards a Postgraduate Diploma in Human Resource Management. Rachael is currently undertaking project work on behalf of the HR Advisory Service.

Ann Coyne MCIPD - Senior HR Adviser

Ann has been working in HR for over 25 years. Her HR career began in London, working in a number of organisations including the BBC and The Design Council before becoming an HR Manager at the British Medical Association. After relocating to North Yorkshire, Ann joined NYCC. Ann is currently undertaking project work on behalf of the HR Advisory Service.

 

Anna Vinuesa Assoc CIPD- HR Adviser

Anna has worked in HR for 30 years, in both the public and private sectors as well as an International Financial Institution. She started in Harrods as a graduate working in training, employee relations and compensation and benefits, and she selected and managed the personnel and payroll systems. Anna moved to the European Bank for Reconstruction and Development (EBRD) when it was created in the early '90s. There she analysed and managed compensation and benefits for local and ex-pat staff. In York she has had a number of voluntary roles including chair of governors. As chair for a local charity she has just finished managing a full restructure, including the creation of new senior management posts. Anna has worked for City of York Council since 2005 in job evaluation, pay and grading, workforce development and employee relations. Most recently she has looked after the schools in York, and will continue to do so with the North Yorkshire team.


Bespoke Commissioned Work and Training 


Sarah Barron MCIPD- Senior HR Adviser

Sarah has an MA in Human Resource Management and has worked in HR for 21 year. She started out in the NHS and also worked in local government services and higher education before joining NYCC. Sarah is the lead on commissioned work and Scarborough Pledge.

Susan McGinn MCIPD- Senior HR Adviser

Susan began her career in commercial retail management, working in store manager and regional manager positions. On completion of her CIPD qualification, Susan began a regional role providing HR and training to retail settings before moving to the local authority. Building on 15 years' experience of providing to HR advice and guidance to schools, Susan's role includes organisational development, consultation facilitation and developing and delivering training on HR related matters. Susan is also a coach on the NYCC coaching network.

Tracey Graham Assoc CIPD- HR Adviser (Casework)

Tracy has worked in HR for 14 years supporting various NYCC functions including training managers in wider services on HR policies. Tracy is an Associate Member of the Institute of Personnel and Development. She joined the schools team in 2013. Tracy is one of the HR Advisers for the central patch and is currently on maternity leave.
